Is this tool a figment of my imagination?

I'm trying to find some hose claps, I just want some simple ones.

I'm sure they make some that are just a 2 pieces of plate/bar attached to a hinge with something like a thumbscrew to secure once you've folded them.

Google is not coming up with anything but I'm sure I've seen them before.
